Abstract
In this article,we divide regional innovation into two stages,technological innovation and scientific innovation,filter out two-stage main indicators of innovation input and output by Principal Component Analysis Method; and then with a two-stage DEA model,we analyze the technical efficiency and economic efficiency of 14 cities in Liaoning Province. The results show that both the technology efficiency and economic efficiency are at a relatively low level and showing a declining trend year by year. Finally,based on the findings,make some policy recommendations such as strengthening personnel training system construction,promoting research cooperation and focusing on the construction of underdeveloped regions innovation.
