On the Problems and Countermeasures of the Balanced Development of Urban and Rural Education in Western China

After the large-scale survey about the situation of the balanced development of urban and rural education in western China,it is found that the overall situation is not optimistic. The main problem is that there is a huge gap in terms of school funding,school hardware,and teachers between rural schools and county schools. At the same time,the communication between urban and rural schools is insufficient. In view of this situation,the following measures shall be carried out: educational equity between urban and rural schools in the value orientation,government-oriented but with a clear proportion in school funding,standard unification and urban-rural equalization in school hardware,and the teachers should be overall arranged and managed by the county authorities and employed by the school.
