Discussion on two-way referral mechanism in public hospitals and community health service institutions

Objective To investigate the two-way referral system in public hospital and community health service institutions, the Chinese current referral mechanism and put forward the countermeasure. Methods The article analyzed the development of two-way referral system, the current situation, and summarized the facing difficulties, problems in China, combined with the advanced experience of the theory and practice in the referral aspects in Germany, USA, Britain,through consulting literature, survey, individual interviews and other methods. Results The two-way referral mechanism in public hospitals and community health service institutions has not being effectively established, need to reach agreement and implement as soon as possible. Conclusion The difficult implementing two-way referral system in public hospitals and community health service institutions is a comprehensive social problem.
