Against the difficulty of building up an effective market financing system in a short term for small and medium-sized enterprises,this paper considers it feasible to establish non-bank financial institutions by small and medium-sized enterprises under the guidance of the government.In this way,small and medium-sized enterprises can use the private capital and expand the financing channels for small and medium-sized enterprises in order to break through the financing bottleneck..
