The Legal System to Solve Problems of Urban Management

The relative concentration of the administrative penalty in the field of urban management in China has been exercised for twelve years.This system has played a positive role in settling law fragment,multi-law enforcement and duplicate penalty.However,due to the brutal law enforcement,the anti-violence has appeared one after another,making urban management in many areas a difficult problem.The reasons for the problems above is the lack of theory,outdated concept and the lag of legislation.Therefore,this paper argues that we should establish a legal system of urban management in order to abide by the law indeed.In addition,we need to innovate management ideas and establish a people-oriented concept of law enforcement and enhance service awareness to improve the level of law enforcement.
