Comparisons and Inspirations on City Water Utility Concept between China and Western Countries

The water resources management in western countries is introduced,and according to the urban development,water resources management mechanism and measures and sewage disposal,the urban water resources management in China is compared with that in the West.On this basis,combining with the current situation of China's water resources management,proposals for China's water resources management are put forward.China has no unified and workable water resources management system and does not yet understand its importance in dealing with environment and economic development.China lacks river basin management system and ignores the climate feasibility and water resources management in city construction and development.To improve urban water resources management,China should learn flood-control and advanced city management from western countries,establish and improve the system of laws and regulations,establish water management associations and the system of river basin management,develop the construction of water resources management model district,adjust the method of water pollution prevention,strengthen the comprehensive management of water resources,pay more attention to impacts of climate change on water resources and achieve sustainable urban water resources management.
