Abstract
With the deeply development of market economy,the population have been transformed from static state under planned economy conditions to dynamic floating.It becomes a difficult and hot spot in urban population management as a result of numerous floating populations rushing into cities.Based on people-oriented thought,we should change our concept to strengthen service and increase the management level for the floating population in “urban village”.
