Right of Forest Resources in the Forest Areas of South China

Property relationship, as a social basic norm of adjusting relations of production, is a kind of important system factor influencing productivity development. There is closer correlation between the property right of forest resources and ecological management of forest. Since the fifties of the 20th century, several changes have taken place in the property right management system of forest resources in China.Ecological protection produces heavy influence on forest. In 21st century, property right management of forest resources is an important goal of reforming in the South collective forest zone, and the dialectical relation between property right system and forest protection presents a new change. It is necessary to construct the forest property right structure mode according to two kinds of management for both public welfare forest and industry forest in order to make the property right pattern of ecology and economic win-win. From the theory and realistic angle, this paper discusses and analyzes above-mentioned problems concentrating on the forest resources property right reform in the southern forest areas.
