Abstract
Regarding the system of enforcement and the division into prefectures and counties, the history academic circle has made hot debates, laying stress on the social formation. It can be summarized into the four aspects as follows: I. The historical facts of the system of enforcement and the division into prefectures and counties; II. The degree of actual effect of the system of enforcement in the new historical period, when its quality and form was changed; III. Quality of the system of enforcement reappearing during the Qin and Han Dynasties; IV. Different opinions on division into prefectures and counties in single meaning added to 2 and 1. This paper makes some remarks and prospects.
