Abstract

Researches on local administration of the Qin and Han Dynasties were different due to the differences of the two Dynasties in history and thoughts on administering the countries. The Qin Dynasty adopted the traditional system of prefectures and counties and the Han Dynasty finally established the system of prefectures and counties through arduous effort. The system of prefectures and counties of the Qin and Han Dynasties put an end once and for all to the bureaucrat system of China, thus laid a solid foundation for the centralized feudal abosolute monarchy and symbolized the basic change of local administration since the Xia, Shang and Zhou Dynasties. It is an important historic page in local administration of China.
