Abstract

This article discussed the key factors of land use-right circulation and analyzed the major features of French SAFER,including its origin,organizational framework,its role in agricultural land circulation as well as its pre-emptive purchasing rights during land transaction as a means to protect farmland.Finally,lessons for the development of agricultural land circulation mechanisms were pointed out.
