An Analysis of the Problems in Building and Perfecting the Multi-Level Medical Guarantee System

The multi-level medical guarantee system covers cities and the countryside. There are three parts in the medical care system in cities in our country. They are basic medical care, social medical care and supplementary medical care. The medical care system in rural areas mainly depends on funds from the government. By analyzing the disadvantages in the two systems, this paper gives the opinions and advice on how to make sure of the medical care objects, financing level and management of individual accounts in hope of facilitating and perfecting the multi-level medical care system in our country.
