Abstract
The characteristics of medical insurance system reform and development in the 21th century are shown in several aspects.Theoretically,it emphasizes taking the right of accessing to medical care as a basic human right.The universality and fairness are the necessities for covering the objects of medical insurance. In the content of health care,the health prevention should be taken more concern on.The combination of government and market is the right way of implementing the health care system.In the respect of service mode,the multi-level and net work community health service system as well as the applying appropriate medical technique should be built actively.In financing form of health care,we should pay more attention to set up a multi-resource financing system which is mainly subsidized by the government.
