With the rapid development of digital information and network technology, the information resources of traditional libraries are increasingly becoming digital. But it is difficult for the most state-less-invested libraries to shift themselves in their stride due to the shortage of manpower and finance. This will inevitably affect the construction of information resources, and their service function, as well as information management.
