The Co-ordination Analysis between China's Foreign Trade Policy and Industrial Policy

Under the WTO framework,there are contradictions and conflicts between China's industrial policy and foreign trade policy,which results in the regulating space of industrial policy to be compressed.Especially the conflict between the regulation of the industrial development policy,the industrial structure policy and the industrial technology policy and trade protection policies under the WTO rules triggers the rising of trade friction and trade litigation.By analyzing the causes that leads to the conflict between the industrial policy and the trade policy,the paper establishes the foreign trade-oriented industrial policy.Foreign trade-oriented industrial policy can make the implementation means of the industrial policy be reduced in the economic entities,cut down the direct protection and subsidies of industrial development,replace the direct means by indirect means,and improves concealment of the industrial subsidies and protection.So industrial policy has become more open and transparent,the government's administrative intervention is reduced,but the international influence of industrial policy is increased by means of trade policy.
