Abstract
Financing difficulties of small and medium-sized enterprises,especially for tech SMEs is a common problem in our existing financial system.Based on the Beijing′s experience,we explore ways to further promote the intellectual property right pledge as a financing mode,and design a new method for the SME financing in this paper.
