Abstract

There isn't a certain relationship between human capital and economic growth. Human Capital is only necessary condition of growth but not sufficient condition, and the degree of human capital influencing growth is related with systematic factors. To prove this conclusion, this paper examines how systems stimulate economic growth based on the experience of some countries and the historical and realistic evidence. In the end, the paper also discusses several important systems related to human capital, and the interaction between human capital and system changes.
