Difficulties and Polices for Controlling the Total Scale of Urban-rural Construction Land

Taking Jinyun County,Zhejiang Province as a study case,the paper focused on rural residential land consolidation and discussed the possibility of the implementation of controlling total scale of urban-rural construction land from three aspects of potential,economy and ecology.Rural residential land consolidation is one of the most important ways to reduce the total scale of urban and rural construction land,but this study shows that the lack of rural residential land consolidation potential,the limited fund and the possible negative impact on the ecological environment of rural residential land consolidation will restrict the implementation of the new indicator.Finally,the paper proposed some policy recommendations to control urban and rural construction land during the implementation of rural residential land consolidation,such as transforming government's planning concept,constructing the industrial land rationally,improving land expropriation compensatory system,choosing the right mode of rural residential land consolidation and protecting farmers' lawful rights.
