Study of the new dual referral model of community health services

Objective To study the new community health service dual referral model.Methods 20 community health service stations and 4 integrated or specialized regional hospitals in Dongcheng District served as participant units,by a series of comprehensive measures such as seeking medical Insurance and other related policy support,strengthening the connotations and constructions of community health stations,defining the rights and obligations of the hospitals,avoiding the competitions of interests of the referral sides,constructing an information supporting platform,in order to establish a new dual referral model of community health services.Results A dual referral management and evaluation mechanisms between hospitals and community health service stations was established.A dual referral process and standards was developed,a channel for information sharing and referral between hospitals and community health service stations was opened.The roll-out effective ratio was 97.2%,the roll in effective ratio was 100.0%,the dual referral effective ratio was 72.8%.Conclusion Exerting the functions of government's public service,fully mobilizing the enthusiasm of the hospitals,community health service institutions and the residents are a strong guarantee to establish a convenient,sustainable developed dual referral community health service model.
