Abstract
It is emphasized in the theory and practice of democratic participation that we should strengthen the common people's participation in democratic politics.In China,there are deep political and legal basis for public participation in the legislation conducted by local People's Congress.As a positive form to realize democracy,public participation in the legislation is the requirement of democracy,which will promote the construction of democratic politics.
