THOUGHTS ON SOLUTION TO SEPARATION OF TWO LEVELS BY CAPITAL OPERATION

Research purpose: Facing the important changes of market environment, it is urgent for construction enterprise to think over which measure should be taken to solve the problem related to management of operation level and at the same time how to meet the requirements for change of new environment and how to occupy the strategic commanding height under new environment. Research method: Following the principle of One Enterprise Two Systems, namely Management level is of nationalization and operation level is of privatisation, some primary ideas are expressed in this paper to project subcontract and management of operation level, including summing up concrete solutions and their merits, from capital operation point of view and in combination with changes of national policy environment and real situation of the group corporation. Research result and conclusion: It can make absolute control of operation level and avoiding legal risk by adopting solution of capital operation. In this way, it is beneficial to breaking up local protectionism, developing local market, meeting new requirement and making enterprise larger and stronger for its business.
