Abstract
Ten years after the Boxer Incident,to the Empress Dowager Cixi and the Qing government has set Feng regent forced the central core led reforms,but at this time due to social environment and changes in political power,the Qing government reforms which strengthen the centralized and normalized power to the Manchu nobility of unilateralism program has been more intense community opposition,and led step by step was welcomed by the Qing government reform from becoming the leading force in the revolution after the outbreak of the marginal people.
