Abstract

Eight-country allied troops invaded, the government of Qing escaped to the city of Xi抋n and declared to practice?the new form of government? In 1905, the government of Qing again sent out five greatest ministers to investigate the politics abroad. The government of Qing declared to 損repare to constitute?on September 1 in 1906. The central national organization and the official position and their right were all to be reformed from 搉ew form of government in gengzi year?to the?prepare to constitute? This reform broke up the Qing dynasty, but established the basic outline of the modern-age national organization in China.
