Analysis of Approach to Constructing Low-carbon City in Luoyang

Recently,constructing low-carbon cities has become a popular public recognition in progress of treating environment and climate change around world.The chinese government will continue to focus on promoting practice on energy saving and emission reduction,and developing low-carbon economy and green economy in the Twelfth Five-Year Plan.Combined with development status of Luoyang which is an old industrial base and mainly depends on resource-based heavy industries to develop economy,from sides of enhancing understanding,implementing scientific planning,readjusting structure,optimizing industries,forming industrial chain with lead of technology and building green industrial belts by enhancing tourism,the basic approaches to construct low-carbon city were explained.Some relevant countermeasures and advices were put forward for development of green industry and low-carbon city in Luoyang.
