Abstract
Through the narrations of the emperor's mitzvah in Chinese history inHistorical Records,Sima Qian expresses some political thoughts of rule by moral,rule by inaction as well as the rule by Yu-wei.His thoughts came from three different parts,the Confucianism,the Taoism and the Legalism.Consider Sima Qian's thoughts as a system,not only could it become the important evidence about the changes of political thoughts,but also could provide us precious materials of political ethics in ancient China.
