Research in Anti-poverty Development Mechanism in Ethnic-Minority Region——the Cases of Moyu,Cele and Luopu Counties of Hotan Prefecture in Point

The thesis introduces common poverty-stricken situation in Hotan prefecture and accounts for the reasons behind that.It is suggested that the government-support measures and tools start from blood-transfusion poverty alleviation and switch to better blood-making function for poverty alleviation.Hotan prefecture does solid on trial basis in promoting anti-poverty campaign in a village as a whole for regional development;Xinjiang-aid work and for positioning support at levels and agro-technique training enhances needy farmers and herdsmen's self-development.The improvement of anti-poverty development mechanism in ethnic-minority region must be converted from government domination to instruction,from direct financial expenditure to improvement of regional development poverty-support model to establish a mechanism in which poverty-stricken population participate in poverty-alleviating program.
