Approach to the Characteristics of Mining Rights

Abstract

Mining rights are separated from minerals ownership. Establishment and management of mining rights are the focus and requirement for restructuring administrative system of mineral resources. The paper discusses the characteristics of mining rights from the following aspects, which are the concept of mining rights, characteristics of property law, characteristics of economics, characteristics of resource use, relation between ownership and mining rights of mineral resources, and commodity attribute, current status and role of mining rights.
