Abstract
With the rapid development of the economic globalization and information technology,as one kind of distinctive and competitive new economic organization,industrial cluster has particular economic and social attributes,being different from the general organizational forms.The problem of its stability is the key to development.The paper will be of the opinion that industrial cluster is one kind of network organization from the formation,structure view.After analyzing from the forming force,dynamic environmental adaptation processes aspects,the paper concludes that mixed-type industrial cluster network organization with forming force is the most stable structure.On the basis of above-mentioned,the paper proposes cluster management,targeted policy recommendations.
