Research on Development Patterns and Action Strategies of Low-carbon City in China

Building low-carbon cities is the important strategic initiative to promote energy saving and emission reduction and advance economic and social sustainable development,which is also the significant policy orientation and path selection for urban development.Starting with the importance and urgency of urban development,this paper designs the vision for low-carbon city development on the foundation of China's basic national conditions.Then,combined with the expectations of rapid progress of urbanization and demands of economic and social development,the development goal of low-carbon city is proposed in phases.Meanwhile,this paper conceives the development patterns of low-carbon city in the aspects of general model,guiding philosophy,basic ideas,major areas,etc.On this basis,the implementation steps and the action strategies of low-carbon city development are proposed.The study suggests C model as the choice of the pattern low-carbon city development in China,in which low-carbon development is the leading direction,energy saving and emission reduction are the way of development,and low-carbon production and low-carbon life are the main method.In accordance with the basic ideas of source control,carbon reduction,sink increase,relying on concept innovation,technological innovation and system innovation,low-carbon city development should be promoted step by step,in a steady and orderly way,by building a framework of low-carbon city planning theory,establishing low-carbon city evaluation standards and systems,accelerating regulations and policies establishment,strengthening the supervision and guidance,carrying out pilot program of urban carbon trading and other measures in the areas of low-carbon industries,low-carbon energy,low-carbon technologies and low-carbon life.
