Abstract
During the transformation to socialist market economy,China is ex-periencing the rapid economic growth,accelerated urbanization and increasing carbon emissions.Under the circumstance that the reduction of greenhouse gases emission has been becoming the global consensus,the concepts such as economy and are becoming important goals and even national strategies in social and economical development.As a developing country during the process of rapid industrialization and urbanization,China is facing crucial challenges brought by the reduction of greenhouse gases emission currently.In the process of realizing objectives,urban planning should play a role as the platform in which the technologies can be integrated to,and the game of no low-carbon values can played.Urban planning should integrate the theories and technologies,and form a life style and the model of production,while at the same time,realize the policies benefiting national interests.In this paper,we try to build a theoretical framework of low-carbon urban planning studies.Based on some basic assumptions listed as follows:(1)Man-made CO2 emissions is a process of social development;(2)Technological development can change the energy structure;(3)Urban development is dominated by the principle of clustered deconcentration;(4)Low-carbon city development is a systematic project;and(5)Urban planning should be regarded as a kind of public policies,the paper defines the contents of low-carbon city planning,mainly including:(1)Study on the framework of low-carbon urban planning as well as technical and data supporting systems;(2)Innovative study on the low-carbon city planning;(3)Innovative study on specific planning of low-carbon city;(4)Study on planning technologies and indicator system of the low-carbon city;and(5)System construction and implementation mechanism of the low-carbon city planning.
