Abstract

Heibei section on the Mid-route of the South-to-North Water Transfer Project is an important part of the project, of which there are many difficulties from the construction on a long route with inconvenience of construction material supply and difficult construction management, and furthermore, there are great risks on both the construction period and the investment as well. Under this circumstance, an integrated strategic model is developed for the problems hereinafter, which provides the construction of the project with a stable guarantee of the material supply.
