Considerations on Project Construction Management in South- to- North Water Transfer Middle Route Project

The middle route of south- to- north water diversion project was characterized by huge scale,large investment and too many contractors,so that the project construction management and coordination was very complicated and was faced with many problems and challenges. There were some underlying problems on the project construction management as follows. The construction system and external environment around the project was complicated,the design work lagged behind the plan,the work of engineering supervisions was weak,the investment control was difficult and some contracts was too small. In order to improve the project construction management,some effective measures must be taken,such as strengthening the project's overall arrangement,enhancing the work of design,increasing government's coordination,taking into consideration the economic and social development,mobilizing large engineering company's advantages,giving play to the role of engineering supervisions,and paying high attention to the whole process of investment control.
