Abstract
As a public product provided by states,public good is the start and end-result of public administration and public policy.Administrative organ traditionally monopolizes the safeguard of public good due to its predominance over organization,information and efficiency compared with individual.But at the same time,some inherent problems are manifested which are hard overcome through its own efforts.In order to get rid of the hot water,we must seek new mechanism of protecting public good.To protect public good through public interest action in civil action might be a better plan.
