Abstract
The National Partnership Agreement (NPA) on Homelessness is between the Victorian and Commonwealth Governments and provides new opportunities to support and capitalize on service improvements for homeless young people. The NPA delivers early intervention services that move young people towards independent living and addresses areas of inequality, lack of opportunity or access, and social exclusion that persist within the homelessness and related service sectors.
