Abstract

Over the last 12 months, Victoria has seen a steady progression of awareness regarding the standard of living and service provision received by people experiencing homelessness. Through this awareness, we have seen major and minor initiatives launched, including the Homelessness Assistance Service Standards (HASS), and the associated Consumer Charter for community-managed housing and homelessness services (Consumer Charter) and the Youth Homelessness Action Plan (YHAP). But the question remains, how do these policies, initiatives and rights translate into the discourse of Victoria's homeless young people?
