Abstract
Because of its initial low ridership, Miami's Metrorail has been singled out by administration budget cutters as justification for slashing aid to transit nationally. Miami's 21-mile Stage I route was not fully opened until mid-May and the center city people mover which is an integral part of Metro will not open for another year. Local leaders see the system as reviving the downtown area, linking the community and obviating the need for added freeway construction, all justifying the local bond commitment as well as continued Federal support for Stage II. The Stage II plan calls for extensions to the airport and into the northeast section of the city as well as expansion of the people mover.
