Managing Victim Restitution in Florida: An Analysis of the Implementation of FS 775.089

Abstract

This research note describes the manner in which the victim restitution program in the state of Florida has been implemented. It examines the effect on receipt and distribution of restitution funds of the management strategy adopted to put the program in place. Using data from surveys of 135 organizations who provide victim restitution services, the analysis links the decentralized management strategy used by the state to variable attention to the issues of collection and distribution of funds and to inequality in treatment among victims of crime in the state.
