Abstract

In this opinion piece, the author makes the recommendation that Intelligent Vehicle Highway Systems (IVHS) planners shift systems operating risk from the Public sector to the private sector by aggressively seeking out ways of adapting commercially available systems to meet IVHS needs. An example of this philosophy is given in the IVHS communications systems.
