Abstract
The authors contend that the private and public capitals markets and private-sector investment initiatives are the most efficient and desirable ways to pay for and deploy Intelligent Vehicle Highway Systems (IVHS). Three basic areas are discussed: 1) how to attract private-sector capital to the emerging IVHS industry; 2) the development of nongovernment-funded commercial space launch vehicles and how they bear on IVHS; and, 3) common issues to both IVHS and the overall, evolving communications industry.
