Force Structure Implications of Start

Abstract : The emerging Strategic Arms Reduction Talks Treaty (START) will reduce strategic nuclear weapons from 30-50 percent. The treaty will modify Soviet and American capabilities, but it will not eliminate the nuclear potential for either of the superpowers. START and arms control in general is not a panacea to remedy East-West relations; rather, arms control is one element supporting a nation's strategy and helps to define its strategic position. The primary purpose of arms control is to reduce risks and to maintain strategic stability.
