Abstract
This article addresses the changes in the philosophy of demand-side management that have been brought about by increased competition in the utility industry. The three major issues face public power utilities---(1) Integrated resource planning, (2) Competition/Retail Wheeling, and (3) Rebates---are discussed, and it is concluded that DSM is a subject that should be closely examined by public power utilities.
