Abstract
This paper highlights the various basic issues to be addressed before implementing an urban public transit policy as far as regulation and financing are concerned. It is based on a comparison of international practice, in both the development and developing worlds. It intends to propose a starter for further deepening analysis within the CODATU technical committee on Financing and Regulation.
