Abstract
This paper explores the functions and interrelationships between local intelligent transportation system (ITS) centers and national highway ITS data management centers in the country of Korea. The authors stress that traffic information should be realized in an integrated management system. Accordingly, the traffic information being collected by each local center needs to be analyzed regularly, corrected, verified and then have quality assessment should be carried out thereon. The authors consider how traffic information management can be optimized, seeking guidance from traffic congestion management examples in place in other countries. They conclude by offering recommendations for the future directions of the National Highway ITS Data Management Center in Korea. The Center is expected to provide the land management authority and policy agency with qualified congestion status and analysis data by collecting, correcting and processing real-time traffic history information of highways throughout the nation. This information can then be used to address traffic congestion problems through network optimization, better planning for increased infrastructure, and improved traffic signaling systems.
