A Framework for the Deployment of Intelligent Transportation Systems in a Multi-Agency Urban Environment

Abstract

Intelligent Transportation Systems (ITS) can be generally defined as the application of electronics, communications, and information technology, used singly or in combination, to improve the efficiency or safety of the surface transportation system. ITS has emerged as an operational tool that enhances benefits to infrastructure operators and end users of the transportation system. Over the last two decades, there have been significant federal ITS investments (in dollars and technical guidance) in large U.S. metropolitan regions. However, not all areas have progressed the same way in ITS deployment. This paper explores the reasons why some regions have been able to effectively improve their transportation systems through ITS deployment projects while others have been less successful. The research findings are based on case studies of six U.S. metropolitan regions: Seattle, Houston, New York, Los Angeles, San Francisco, and Boston where typical ITS program areas were reviewed including traffic management, freeway management, traveler information, and traffic incident management. The significant factors found to influence the progress of ITS deployment in these six metropolitan regions include local institutional arrangements and functions, local decision making in ITS policy and funding, as well as technical and other external factors. Using these findings as a guide, this paper provides a framework to assist multi-agency urban regions in developing the implementation mechanisms necessary for effective ITS deployment to improve surface transportation system operations.
