Abstract

This paper briefly describes the origins of regulation, the theory behind regulation, and the reasons why regulations fail. The reasons for deregulation are discussed. Separate sections are provided on: a) railways and b) trucking and buses. Examples of experience of both regulation and deregulation in Europe and the United States are provided. Transport costs are found to be lowest in countries with the most deregulation. For the covering abstract see IRRD 864463.
