Abstract
It is a view commonly held by members of the general public that the operating speed of vehicles on roads is directly attributable to the provision of speed limit signs or the overall legal speed limit applying to a road. In this article it is intended to show that the operating speed of the majority of drivers is influenced, to a major extent, by the environment through which the driver is travelling, and the provision of speed limit signs should complement, rather than override, the environmental stimuli being received by the vehicle driver.
