Abstract

The paper will discuss the development of rail privatisation policy in Great Britain and make comparisons with rail policy in Sweden. The paper will review the common aim of the two policies relating to the introduction of competition within the railway industry and the restructuring of the railway through the separation of infrastructure management from operations. It will also discuss the differences in the policies with respect to economic objectives and privatisation and the implications of differences in the implementation of the policy with respect to institutional arrangements and the means of allocating capacity between operators.
