Abstract
In some circumstances, the demand for high occupancy vehicle (HOV) facilities is far less than the capacity of such facilities. In such cases, it is appropriate to examine alternative uses for the available capacity on HOV facilities. One such alternative is to allow single-occupancy vehicles (SOV) to use the available capacity of HOV facilities if they will to pay a toll. This paper explores the feasibility and issues related to the practice of allowing such use by SOVs. Such a congestion pricing project is facilitated by the Intermodal Surface Transportation Efficiency Act of 1991.
