Abstract
The problem of parked cars can only be solved if the relation between both town planning and social development is recognized. The interaction between traffic and transport on the one hand and the way the town centre functions on the other should be brought into an equilibrium between the ideal situations of both. In this view attainability and mobility should not be looked as though only car-drivers spend money in shops, etc. Other means of transport play their parts as well. The spatial capacity of the city is to be prerequisite. The motor traffic needed to let the city centre function must be ordered systematically. The other cars must be kept out or discouraged. Cars of city residents, vehicles used for transporting goods and, if necessary, vehicles used for travel to work must be able to reach their destination. For people visiting the centre cars should be parked at the border of or even further from the city centre. This guarantees a good climate for staying in the centre and a balanced competitive position for the different means of traffic among themselves. Tackling the problem in a systematic and consistent way according to an integrally balanced plan has a reasonable chance of success. For the covering abstract of the conference see IRRD 283598.
