Abstract
This paper describes the process for developing a comprehensive access management (AM) program in Texas, as well as some issues that have emerged in developing the Access Management Guidebook for Texas. Research results from this project are presented, along with details of some of the alternatives used in existing AM programs in other states. The paper also explains how the authors assisted the Texas Department of Transportation in determining which criteria were best suited for Texas, while pinpointing some of the hurdles encountered in this process. The status of ongoing research in this area and simulation used to identify the benefits of AM techniques are also discussed.
